Denizcilik tarihinde, 19. yy&#8217;\u0131n ikinci yar\u0131s\u0131n\u0131n ayr\u0131 bir yeri vard\u0131r. Sanayii devrimini takip eden ve buhar makinelerinin kara ve deniz ula\u015f\u0131m\u0131nda yayg\u0131nla\u015fmaya ba\u015flad\u0131\u011f\u0131 bu d\u00f6nem, \u00f6zellikle askeri denizcilik i\u00e7in sanki bir milatt\u0131r. Bu yar\u0131m as\u0131r i\u00e7erisinde, d\u00fcnya denizlerinde yakla\u015f\u0131k 3.5 as\u0131r boyunca h\u00fck\u00fcm s\u00fcren kalyon devri kapan\u0131yor, yerlerini \u00f6nce \u00e7arkl\u0131, ard\u0131ndan uskurlu &#8216;vapurlar&#8217;a, yani buhar g\u00fcc\u00fcyle tahrik olunan gemilere b\u0131rak\u0131yordu. B\u00f6ylece r\u00fczgar durumundan ba\u011f\u0131ms\u0131z olarak gemi sevki m\u00fcmk\u00fcn hale geliyordu. Kalyonlar\u0131n bordalar\u0131 boyunca uzanan, g\u00fclle atan, a\u011f\u0131zdan dolma toplar\u0131n yerini taret ve barbetlere yerle\u015ftirilen ve patlay\u0131c\u0131 mermiler atan seri at\u0131\u015fl\u0131 toplar al\u0131rken, \u00fcst\u00fcne \u00fcstl\u00fck torpil ve zincirli may\u0131n denilen sinsi silahlar ortaya \u00e7\u0131k\u0131yordu. Abd\u00fclhamid d\u00f6nemine gelindi\u011findeyse, 93 Harbini takip eden y\u0131llarda donanma politikas\u0131nda k\u00f6kl\u00fc bir de\u011fi\u015fikli\u011fe gidilmi\u015f, imparatorluk sath\u0131nda belli limanlarda konu\u015fland\u0131r\u0131lan torpidobot ve gambotlar\u0131n haricinde b\u00fct\u00fcn b\u00fcy\u00fck gemiler 1897&#8217;de ki Osmanl\u0131-Yunan Sava\u015f\u0131&#8217;na kadar Hali\u00e7&#8217;e kapat\u0131lm\u0131\u015ft\u0131. T\u00fcm bunlar\u0131 anlatmaktan gayem ise, tarihin tekerr\u00fcr etmemesi i\u00e7in elimizden geldi\u011fince ge\u00e7mi\u015f tecr\u00fcbelere dikkat \u00e7ekmek, dersler \u00e7\u0131kartabilmektir. Bu d\u00f6nemdeki gemi tedarik yakla\u015f\u0131m\u0131 incelendi\u011finde \u015fu tesbitler yap\u0131labilir;<\/p>\n<ul>\n<li>K\u0131s\u0131tl\u0131 kaynaklar\u0131n, -geri d\u00f6n\u00fc\u015f\u00fc uzun s\u00fcrecekte olsa- kabiliyet kazan\u0131m\u0131 yerine haz\u0131r al\u0131mlara y\u00f6nlendirildi\u011fi,<\/li>\n<li>Elde mevcut gemi in\u015faa kabiliyetlerinin \u00f6tesindeki platformlar\u0131n tedari\u011fi i\u00e7in, \u00f6deme g\u00fcc\u00fcn\u00fcn \u00f6tesinde al\u0131mlar yap\u0131ld\u0131\u011f\u0131,<\/li>\n<li>Bunu, yakla\u015fmakta oldu\u011fu sezilen bir sava\u015fa kar\u015f\u0131 \u00f6nlem olarak d\u00fc\u015f\u00fcnsek dahi kuvveden fiile ge\u00e7meyen bu &#8216;yat\u0131r\u0131m\u0131n&#8217; bir s\u00fcre sonra eldeki k\u0131s\u0131tl\u0131 kaynaklar\u0131 t\u00fcketmeye ba\u015flad\u0131\u011f\u0131,<\/li>\n<li>K\u0131s\u0131tl\u0131 maddi kaynak ve gemi in\u015faa kabiliyetleri k\u0131skac\u0131ndan \u00e7\u0131kamayan ve \u00fcst\u00fcne \u00fcstl\u00fck 20 y\u0131l Hali\u00e7&#8217;te kapal\u0131 kalan donanman\u0131n, durdu\u011fu yerde y\u0131pranmas\u0131n\u0131n \u00f6tesinde ba\u015f d\u00f6nd\u00fcr\u00fcc\u00fc h\u0131zda geli\u015fen teknoloji kar\u015f\u0131s\u0131nda zamanla cayd\u0131r\u0131c\u0131l\u0131\u011f\u0131n\u0131 ve sava\u015fma yetene\u011fini kaybetti\u011fi,<\/li>\n<li>Takip eden s\u00fcre\u00e7te bu kayb\u0131 deniz a\u015f\u0131r\u0131 toprak kay\u0131plar\u0131n\u0131n izledi\u011fi.<\/li>\n<\/ul>\n<p>Kanaatimce insans\u0131z sistemler konusundaki son 20 y\u0131ldaki geli\u015fmeler, teknolojide yine bir d\u00f6n\u00fcm noktas\u0131na yakla\u015ft\u0131\u011f\u0131m\u0131z\u0131 hatta devrim niteli\u011finde bir d\u00f6nemi bizzat ya\u015fad\u0131\u011f\u0131m\u0131z\u0131 g\u00f6stermekte. Belki bu d\u00f6nemde yap\u0131labilecek en k\u00f6t\u00fc \u015fey, 19. yy&#8217;\u0131n ikinci yar\u0131s\u0131nda Osmanl\u0131 donanmas\u0131n\u0131n ba\u015f\u0131na gelenlerden ders \u00e7\u0131kartmay\u0131p, gerekli \u00f6nlemlerin al\u0131nmamas\u0131 olur. Bu ortamda, yukar\u0131daki tesbitleri g\u00f6z \u00f6n\u00fcnde bulundurarak\u00a0 yap\u0131labilecekleri acizane \u015f\u00f6yle s\u0131ralayal\u0131m;<\/p>\n<ul>\n<li>\u00c7ok elzem olmad\u0131k\u00e7a haz\u0131r al\u0131m yap\u0131lmamas\u0131, milli muadillerine y\u00f6nelinmesi. Bunun bir istisnas\u0131, daha \u00f6nemli projelere kaynak ay\u0131rmak i\u00e7in katma de\u011feri d\u00fc\u015f\u00fck olan sistemlerin (Super Mushshak al\u0131m\u0131 gibi) ithaline y\u00f6nelmek olabilir. \u0130thal sistemlere verilen her kuru\u015fun kendi Ar-Ge&#8217;mizden kesilip ilgili devletin\/firman\u0131n Ar-Ge&#8217;sine kaynak aktar\u0131m\u0131 oldu\u011funu unutmamak gerekir. Bug\u00fcn dost olan kaynak \u00fclkenin, yar\u0131n d\u00fc\u015fman olma ihtimali ak\u0131ldan \u00e7\u0131kart\u0131lmamal\u0131d\u0131r. Ayr\u0131ca ithal sistem \u00fczerinde fikri ve s\u0131nai m\u00fclkiyet haklar\u0131m\u0131z olmayaca\u011f\u0131 i\u00e7in istenen de\u011fi\u015fikliklerin yap\u0131lmas\u0131 veya kendi ihtiya\u00e7lar\u0131m\u0131za g\u00f6re \u00f6zelli\u015ftirilmesi ya hi\u00e7 m\u00fcmk\u00fcn olmayacak veya ek masraf yap\u0131lmas\u0131n\u0131 gerektirecektir.<\/li>\n<li>Murat&#8217;\u0131n &#8216;Bug\u00fcn bor\u00e7 alan, yar\u0131n emir al\u0131r&#8217; fehvas\u0131nca aya\u011f\u0131m\u0131z\u0131 yorgan\u0131m\u0131za g\u00f6re uzatmal\u0131, Dimyat&#8217;a pirince giderken evdeki bulgurdanda olmamal\u0131y\u0131z. Gerek gemileri sevk ve idare edecek harbe haz\u0131r personel ihtiyac\u0131n\u0131, gerekse idame masraflar\u0131n\u0131 kar\u015f\u0131layamayaca\u011f\u0131m\u0131z bir donanman\u0131n uzun vadede faydadan \u00e7ok zarar verece\u011fi g\u00f6z \u00f6n\u00fcnde bulundurulmal\u0131d\u0131r.
