Maliye politikas\u0131 ekonomik birimler \u00fczerindeki de\u011fi\u015fik etkiler toplula\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda, h\u00fck\u00fcmet b\u00fct\u00e7esindeki de\u011fi\u015fmelerin milli gelir, i\u015fsizlik, <a href=\"https:\/\/www.tcmb.gov.tr\/wps\/wcm\/connect\/b62e1fb7-ebc1-4922-99dc-b3ba23320b9f\/enflasyon.pdf?MOD=AJPERES&amp;CACHEID=ROO#:~:text=Enflasyonist%20ortam%2C%20yaratt%C4%B1%C4%9F%C4%B1%20belirsizlikle%20%C3%BClkenin,a%C3%A7ar%20ve%20ekonomideki%20k%C4%B1r%C4%B1lganl%C4%B1%C4%9F%C4%B1%20art%C4%B1r%C4%B1r.\" target=\"_blank\" rel=\"noopener\">enflasyon<\/a> gibi makro b\u00fcy\u00fckl\u00fckler \u00fczerindeki etkileri ile ortaya \u00e7\u0131kar. Maliye politikas\u0131 \u00fclkenin \u00fcretim d\u00fczeyini uzun d\u00f6nemde tasarruf yoluyla etkiler. \u00dclkenin toplam tasarrufu iki kalemden olu\u015fur:\u00a0 ki\u015filer ve kurumlar taraf\u0131ndan yap\u0131lan \u00f6zel tasarruflar ve b\u00fct\u00e7e fazlas\u0131na denk gelen h\u00fck\u00fcmet tasarruflar\u0131. \u00a0Mali geni\u015fleme h\u00fck\u00fcmet tasarruflar\u0131nda azalmaya neden olur. D\u00fc\u015f\u00fck tasarruf d\u00fczeyi, \u00fclkenin ya yeni tesis ve donan\u0131m\u0131na yap\u0131lacak olan yat\u0131r\u0131mlar\u0131 azalt\u0131r ya da d\u0131\u015fardan al\u0131nacak bor\u00e7lar\u0131 artt\u0131r\u0131r. Her iki durumda uzun d\u00f6nemde istenmeyen sonu\u00e7lara yol a\u00e7ar.<\/p>\n<p>Maliye politikas\u0131 gelecekteki <a href=\"https:\/\/datakapital.com\/blog\/vergi-carpani\/\">vergilerin<\/a> y\u00fck\u00fcn\u00fc de de\u011fi\u015ftirir. \u00d6rne\u011fin, h\u00fck\u00fcmet geni\u015fletici bir maliye politikas\u0131 uygulad\u0131\u011f\u0131 zaman bor\u00e7 stokunu artt\u0131r\u0131r ve gelecekte vergi m\u00fckellefinin y\u00fck\u00fcn\u00fc artt\u0131r\u0131r. Bug\u00fcnk\u00fc bir vergi indiriminin gelecekte bir vergi art\u0131\u015f\u0131na neden olaca\u011f\u0131n\u0131 fark eden ki\u015filer gelecekteki vergileri \u00f6demek \u00fczere bug\u00fcnk\u00fc vergi indirimi kadar tasarruf ederler. Ancak bireylerin gelecekteki vergi y\u00fck\u00fc konusunda uzak g\u00f6r\u00fc\u015fl\u00fc olmamalar\u0131 halinde, vergi indirimleri dolay\u0131s\u0131yla elde ettikleri ek harcanabilir gelirin bir b\u00f6l\u00fcm\u00fcn\u00fc harcarlarsa bu g\u00f6r\u00fc\u015f ge\u00e7erli olmayacakt\u0131r. Bu durumda bir vergi indirimi tasarruflar\u0131 azaltacak ve toplam talebi artt\u0131racakt\u0131r.<\/p>\n<p>Maliye politikas\u0131 te\u015fvik yoluyla da ekonomiyi etkiler. Maliye politikas\u0131n\u0131n k\u0131sa d\u00f6nemli dalgalanmalar\u0131 stabilize edebilmek i\u00e7in ve uzun d\u00f6nemde do\u011fal \u00fcretim d\u00fczeyini etkilemek i\u00e7in do\u011fru kullan\u0131lmas\u0131n\u0131n \u00f6n\u00fcndeki en b\u00fcy\u00fck engel maliye politikas\u0131ndaki de\u011fi\u015fmelerin de\u011fi\u015fik kesimleri olumlu ya da olumsuz etkileyen ba\u015fka de\u011fi\u015fmelerle beraber y\u00fcr\u00fct\u00fclmesidir.<\/p>\n<p>Daralma d\u00f6neminde talebi artt\u0131rmak i\u00e7in kamu harcamalar\u0131 artt\u0131r\u0131labilirken, enflasyonist d\u00f6nemde talebi k\u0131smak i\u00e7in harcamalar azalt\u0131labilir. Harcamalar\u0131n azalt\u0131lmas\u0131 belirli bir kalemin azalt\u0131lmas\u0131 \u015feklinde yap\u0131labilece\u011fi gibi, belirli kalemlerin devreden \u00e7\u0131kar\u0131lmas\u0131 \u015feklinde de yap\u0131labilir. Siyasal otoritelerin sadece koruyu i\u015flev y\u00fcklenmesi durumunda kamu harcamalar\u0131 ekonomik ve sosyal hayata m\u00fcdahale etmeyecek bi\u00e7imde yap\u0131l\u0131r. Kamu harcamalar\u0131 y\u00f6netsel, i\u015flevsel ve ekonomik \u00f6l\u00e7\u00fctlere g\u00f6re s\u0131n\u0131fland\u0131r\u0131labilir. Y\u00f6netsel s\u0131n\u0131fland\u0131rmada harcamay\u0131 yapan kurum g\u00f6z \u00f6n\u00fcne al\u0131n\u0131r. \u0130\u015flevsel s\u0131n\u0131fland\u0131rmada bu kurumun hangi ama\u00e7la harcama yapt\u0131\u011f\u0131 dikkate al\u0131n\u0131r. Ekonomik s\u0131n\u0131fland\u0131rma da ise yap\u0131lan harcaman\u0131n ekonomik a\u00e7\u0131dan ne anlama geldi\u011fi g\u00f6z \u00f6n\u00fcne al\u0131n\u0131r. Ayr\u0131ca kamu harcamalar\u0131 t\u00fcketim, yat\u0131r\u0131m ve transfer olmak \u00fc\u00e7 grupta de\u011ferlendirilir.<\/p>\n<h3 data-start=\"202\" data-end=\"242\"><strong data-start=\"206\" data-end=\"242\">1. Maliye Politikas\u0131n\u0131n Ama\u00e7lar\u0131<\/strong><\/h3>\n<p data-start=\"244\" data-end=\"569\">Maliye politikas\u0131, kamu gelirleri ve harcamalar\u0131 arac\u0131l\u0131\u011f\u0131yla ekonominin y\u00f6nlendirilmesini ama\u00e7layan bir politika arac\u0131d\u0131r. H\u00fck\u00fcmetler maliye politikas\u0131 uygulamalar\u0131yla ekonomik istikrar\u0131 sa\u011flamak, b\u00fcy\u00fcmeyi desteklemek ve gelir da\u011f\u0131l\u0131m\u0131nda adaleti tesis etmek gibi hedefler g\u00fcderler. Temel hedef, toplam talebi art\u0131rarak \u00fcretim hacmini b\u00fcy\u00fctmektir. Bu politika \u00e7er\u00e7evesinde:<\/p>\n<ul data-start=\"1291\" data-end=\"1383\">\n<li data-start=\"1291\" data-end=\"1322\">\n<p data-start=\"1293\" data-end=\"1322\">Kamu harcamalar\u0131 art\u0131r\u0131l\u0131r.<\/p>\n<\/li>\n<li data-start=\"1323\" data-end=\"1346\">\n<p data-start=\"1325\" data-end=\"1346\">Vergiler azalt\u0131l\u0131r.<\/p>\n<\/li>\n<li data-start=\"1347\" data-end=\"1383\">\n<p data-start=\"1349\" data-end=\"1383\">Transfer \u00f6demeleri geni\u015fletilir.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1385\" data-end=\"1466\">Bu uygulamalar, harcanabilir geliri y\u00fckselterek \u00f6zel sekt\u00f6r talebini canland\u0131r\u0131r.<\/p>\n<h4 data-start=\"1468\" data-end=\"1507\"><strong data-start=\"1473\" data-end=\"1507\">b) Daralt\u0131c\u0131 Maliye Politikas\u0131<\/strong><\/h4>\n<p data-start=\"1508\" data-end=\"1643\">Enflasyonun y\u00fcksek oldu\u011fu d\u00f6nemlerde uygulan\u0131r. Ama\u00e7, toplam talebi kontrol alt\u0131na alarak fiyat istikrar\u0131n\u0131 sa\u011flamakt\u0131r. Bu kapsamda:<\/p>\n<ul data-start=\"1644\" data-end=\"1739\">\n<li data-start=\"1644\" data-end=\"1673\">\n<p data-start=\"1646\" data-end=\"1673\">Kamu harcamalar\u0131 k\u0131s\u0131l\u0131r.<\/p>\n<\/li>\n<li data-start=\"1674\" data-end=\"1697\">\n<p data-start=\"1676\" data-end=\"1697\">Vergiler art\u0131r\u0131l\u0131r.<\/p>\n<\/li>\n<li data-start=\"1698\" data-end=\"1739\">\n<p data-start=\"1700\" data-end=\"1739\">Transfer harcamalar\u0131 s\u0131n\u0131rland\u0131r\u0131l\u0131r.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1741\" data-end=\"1841\">Bu \u00f6nlemlerle ekonomideki a\u015f\u0131r\u0131 talep bask\u0131s\u0131 azalt\u0131larak fiyat seviyesinin dengelenmesi hedeflenir.<\/p>\n<hr data-start=\"1843\" data-end=\"1846\" \/>\n<h3 data-start=\"1848\" data-end=\"1892\"><strong data-start=\"1852\" data-end=\"1892\">3. Maliye Politikas\u0131 ve Toplam Talep<\/strong><\/h3>\n<p data-start=\"1894\" data-end=\"2155\">Maliye politikas\u0131, ekonomide toplam talebi do\u011frudan etkiler. Kamu harcamalar\u0131ndaki art\u0131\u015f veya vergilerdeki azalma, t\u00fcketim ve yat\u0131r\u0131m harcamalar\u0131n\u0131 tetikleyerek toplam talebi y\u00fckseltir. Tersine, harcama k\u0131s\u0131nt\u0131lar\u0131 veya vergi art\u0131\u015flar\u0131 toplam talebi daralt\u0131r.<\/p>\n<p data-start=\"2157\" data-end=\"2526\">\u00d6rne\u011fin, ekonomik daralma d\u00f6nemlerinde h\u00fck\u00fcmetin altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131 art\u0131rmas\u0131, hem do\u011frudan istihdam yarat\u0131r hem de \u00e7arpan etkisiyle \u00f6zel sekt\u00f6r yat\u0131r\u0131mlar\u0131n\u0131 tetikler. B\u00f6ylece ekonomik toparlanma h\u0131zlan\u0131r. Buna kar\u015f\u0131l\u0131k, a\u015f\u0131r\u0131 \u0131s\u0131nm\u0131\u015f ekonomilerde kamu harcamalar\u0131n\u0131n s\u0131n\u0131rland\u0131r\u0131lmas\u0131 ve vergilerin art\u0131r\u0131lmas\u0131, talebi kontrol alt\u0131na alarak fiyat istikrar\u0131 sa\u011flar.<\/p>\n<hr data-start=\"2528\" data-end=\"2531\" \/>\n<h3 data-start=\"2533\" data-end=\"2589\"><strong data-start=\"2537\" data-end=\"2589\">4. Bu durum yat\u0131r\u0131mlar\u0131n i\u00e7 kaynaklarla finanse edilmesini kolayla\u015ft\u0131r\u0131r.<\/p>\n<\/li>\n<li data-start=\"2928\" data-end=\"3169\">\n<p data-start=\"2930\" data-end=\"3169\"><strong data-start=\"2930\" data-end=\"2953\">B\u00fct\u00e7e A\u00e7\u0131\u011f\u0131 Durumu:<\/strong> Geni\u015fletici maliye politikalar\u0131n\u0131n uyguland\u0131\u011f\u0131 d\u00f6nemlerde b\u00fct\u00e7e a\u00e7\u0131\u011f\u0131 artar ve kamu tasarruflar\u0131 azal\u0131r.
